CERT uses traffic management planning, techniques and devices to support Fairfax County agencies and community organizations by bringing awareness of CERT response capabilities, demonstration of safety procedures, and communicating important information to the public. The TCM Team are all CERT trained volunteers that have been specially trained in traffic and crowd management planning, procedures and techniques, and have ‘hands-on’ experience in dealing with community races, festivals, parades, shows, and meetings with moderate to large attendance.

The TCM Team practices communicating situation awareness and safety information directly to the public as a critical skill to have in an emergency. Supporting planned community events provides opportunities for the CERT TCM Team to gain the practical experience needed in a disaster or other emergency situation. CERT may be called upon by public safety officials to assist with traffic and crowd management in an emergency or urgent situation.
